1. The petitioner working as Class IV employee has sought promotion in the present writ petition to the next higher post of LDC. He submitted that his seniority was wrongly determined b the respondent - Department and his representations were not considered. A copy of one such representation directly addressed to the Medical and Health Secretary, annex.6 dtd.9.9.2011 has been placed on record. A response thereto was given vide Annex.8 dtd.29.9.2011 and the Joint Director of the Department informed the Chief Medical and Health Officer, Nagaur that there was ban on promotion from December, 2010 and as soon as the said ban is lifted, the petitioner's case would be considered in accordance with law.
