Heard Mr.Tatia, learned counsel for the applicant-writ petitioner.
The applicant-writ petitioner introducing itself to be a public charitable trust committed to the cause of protection of cultural and social rights of the people at large, had instituted D.B.Civil Writ Petition (PIL) No.14273/2013 seeking appropriate writ, order or direction to the respondents to remove the Thelas from the Clock Tower area of Jodhpur City and to monitor the area periodically so that the Thelas do not spoil the heritage Clock Tower.

The averments made in the said writ petition clearly reveal that earlier, D.B.Civil Writ Petition No.6073/1993 was filed and following its disposal on the issues involved therein, D.B.Civil Contempt Petition No.184/2003 was registered alleging non- compliance of the order dated 15.4.2002 passed in the writ proceedings. By the order dated 10.11.2004, the contempt petition was disposed of with the following direction concerning the area now involved:-
"(ix) The Nagar Nigam sha
